On 28 April 2026, the Italian Communications Authority (AGCOM) adopted Resolution No. 97/26/CONS (the Resolution), publishing in its Annex A the first list of national audiovisual and radio services qualifying as services of general interest (SGI). The Resolution is intended to give practical effect to the framework established by AGCOM Resolution No. 250/25/CONS on prominence obligations (the New Prominence Regulation).
Annex A groups the SGI eligible for prominent display into eight categories: five dedicated applications corresponding to the main national broadcasters (RAI, Mediaset, La7, Sky and Warner Bros. Discovery), together with additional three sections covering local television services, other national television services and radio services. Annex A further clarifies that the relevant applications must be made available on the device home pages, while the aggregation applications relating to local television, national television and radio services are to be managed by designated intermediary aggregators. SGI’s included in the list of Annex A are required to notify AGCOM promptly of any changes affecting the information originally submitted in support of their inclusion. The list will be updated annually and may be expanded to include additional qualifying services through the procedure established under the New Prominence Regulation.
Finally, the publication of the SGI list triggers the implementation timeline set out in Article 4(18) of the New Prominence Regulation, under which the relevant rules on prominence must be implemented within 12 months of the SGI’s list publication, i.e. by 4 May 2027.
