INDUSTRIES, MEDIA | AGCOM launches proceedings to assess the value of the SIC for 2024

On 14 April 2026, the Italian Communications Authority (AGCOM) adopted Resolution No. 91/26/CONS (the Resolution), launching the annual procedure to determine the economic value of the Integrated Communications System (Sistema Integrato delle Comunicazioni – SIC) for the 2024 financial year.

The assessment is carried out pursuant to Article 51 of Legislative Decree No. 208 of 8 November 2021 (the Italian Media Services Code), which requires AGCOM to monitor the evolution of the SIC, determine its overall economic value and that of the markets comprising it, and assess whether any operator active within the SIC exceeds the statutory market-share thresholds that may indicate a position of significant market power capable of jeopardizing media pluralism. The 14 markets comprising the SIC were recently updated by AGCOM through Resolution No. 251/25/CONS and include, inter alia, print and digital publishing, news agencies, audiovisual and radio media services, video-sharing platforms, search engines, social media, and online advertising. That said, for the purposes of the current assessment, AGCOM will consider revenues generated in Italy during the 2024 financial year, including those generated by operators established abroad. The proceeding is expected to be completed by 25 October 2026, when AGCOM will publish the overall economic value of the SIC, the value of its constituent markets and the market positions of the main operators.
