REAL ESTATE | Senate Confirms Energy Measures and Data Center Permitting Framework

On 8 April 2026, the Italian Senate approved the vote of confidence on Law Decree No. 21/2026 (the so-called “Decreto Bollette”), thereby confirming the measures contained therein.

Among these measures, the decree provides for the extraordinary allocation of financial contributions aimed at supporting electricity supply. The decree also introduces a single, streamlined authorization procedure for the development of data center projects. This procedure requires the submission of a comprehensive application, including all relevant technical documentation, as well as the acquisition of all necessary permits, opinions and authorizations.

The procedure must be completed within a maximum period of ten months. The final authorization is issued following a dedicated conference of services (conferenza di servizi), involving all competent authorities, including those responsible for environmental, landscape and cultural heritage protection.
