REAL ESTATE | Bill with Extraordinary Measures to Unlock Milan’s Urban Development presented

On 8 October 2025, the Bill No. 1671,outlining urgent measures to address the deep construction and urban planning crisis currently affecting Milan, has been proposed to the upper house of the Italian parliament.

At the heart of the bill is the appointment of a Special Commissioner, to serve until 31 December 2027. The Commissioner would be responsible for identifying and regularizing construction works carried out since 2018 without proper legal authorization. Regularization would take place through an administrative fine equal to one-tenth of the property’s value, which would have the same legal effect as a retroactive building permit.
