INDUSTRIES, TECHNOLOGY | 4G/5G Services and Systems Included among Technologies Subject to Cybersecurity Premium Criteria

The Decree of the President of the Council of Ministers (DPCM) of 2 October 2025 was published in the Italian Official Gazette No. 243 of 18 October 2025. This measure updates the previous DPCM of 30 April 2025, which regulates the procurement of IT goods and services employed for the protection of national strategic interests and national security.

Through this update, 4G and 5G mobile telephony services and systems (stand-alone and non-stand-alone, as well as their future technological evolutions) are now officially included among the categories subject to essential cybersecurity requirements and, most notably, to the premium criteria applicable to strategic procurement processes. These criteria consist of additional points that contracting authorities may award – within procurement procedures for ICT goods and services intended for contexts sensitive to national security – to bids that meet specific requirements exceeding the minimum mandatory standards.
