INDUSTRIES, MEDIA | AGCOM shares values of the Integrated Communications System in 2023

On 17 December 2025, the Italian Communications Authority (AGCOM) adopted Resolution 316/25/CONS (Resolution), thereby concluding the procedure for calculating the value of the Italian Integrated Communications System (Sic) for 2023. The results of the related verification process are set out in Annex A of the Resolution.

The Sic encompasses the business sectors listed in Article 3(1)(z) of the Italian AVMS Code, including, inter alia, press and publishing activities, news agencies, radio and audiovisual media services, cinema and advertising. Pursuant to Article 51 of the Italian AVMS Code, dominant positions that may undermine media pluralism are prohibited within the Sic and within each of the markets that compose it. AGCOM is entrusted with market surveillance tasks, which include the annual calculation of the economic value of Sic and of its individual market segments.

According to AGCOM’s assessment, in 2023 the overall value of the Sic amounted to approximately EUR 20.3 billion, corresponding to 0.95% of Italy’s gross domestic product. The audiovisual, radio and paid video-sharing platform services sector remained the leading segment, with a value of around EUR 8.9 billion, accounting for 43.6% of the Sic. This was followed by the online advertising market, which showed strong growth and reached a value of approximately EUR 7 billion, representing 34.7% of the Sic and marking an increase of more than 12% compared to 2022. The press and publishing sector, including daily and periodical publications and news agencies, ranked third, with revenues of around EUR 2.9 billion, equal to 14.4% of the Sic.

At the same time, AGCOM assessed the revenue shares of the main operators within the SIC and confirmed that no single undertaking generated more than 20% of the total value of the system, indicating the absence of dominant positions capable of undermining media pluralism.
