INDUSTRIES, MEDIA | AGCOM issues Regulation for access to DTT channels

On 23 July 2024, the Italian Communication Authority (AGCOM) issued Regulation 259/24/CONS (Regulation), setting rules for the design and placement of the icon used to access digital terrestrial television (DTT) channels. The Regulation aims to implement the provisions laid out in Article 4(3) and (4) of AGCOM Resolution 294/23/CONS, setting accessibility requirements for the automatic numeration system of DTT channels. The scope of the Regulation applies to all manufacturers of devices capable of receiving DTT signals, as well as to operators responsible for user interfaces. Notably, the Regulation governs the positioning of the icon that enables access to the DTT channels and that must be visible, present in the first window of the home pages or in the first level of the offers to the user. Additionally, the size of the icon is regulated – it must be at least as large as other icons on the same screen, ensuring it stands out and is not overlooked. Furthermore, the Regulation standardises the text and graphic characteristics of the icon or frame, ensuring that it is uniform across all devices and user interfaces capable of receiving DTT signals. This consistency across platforms and devices is aimed at enhancing user experience by providing a clear, recognisable way to access DTT channels regardless of the device or interface in use.
