AI | A MoU on use of AI technologies to support contracting authorities released

On 9 September 2025, a memorandum of understanding was signed at the headquarters of the Ministry of Infrastructure and Transport (MIT) for the use of artificial intelligence (AI) technologies to support contracting authorities. The agreement was signed by the MIT, the General Secretariat for Administrative Justice and ITACA (Institute for Innovation and Transparency in Public Procurement and Environmental Compatibility), with Invitalia and IFEL joining as project partners. The 24-month agreement is part of the National Recovery and Resilience Plan (PNRR) – investment M1C1 – 1.10. The aim is to strengthen the digitization of public agreements and the qualification of contracting authorities through the implementation of the OpenDigitApp – E-Contract Hub platform. The protocol defines the terms for sharing, processing and enhancing, through AI technologies, administrative case law on public agreements, with particular reference to data published on the OpenGA portal. The trial involves extracting and structuring data from published judgements and opinions, integration into the DigitApp platform and use of artificial intelligence technologies to create consultation, research and decision support tools.
