ADMINISTRATIVE | The new “Infrastructure Decree” approved by the Italian lower house

On 10 July 2025, the Chamber of Deputies approved the bill converting into law Decree Law No. 73 of 21 May 2025, containing “Urgent measures to ensure continuity in the construction of strategic infrastructure and the management of public agreements”. During the conversion process, new articles of particular relevance to the regulation of public contracts were introduced to the text of the decree. For example, Article 1-quarter provides for the establishment, within the Ministry of Labour and Social Policies, of the Information Dashboard for the management of procurement agreements in the logistics sector (CIGAL), which aims to provide interested parties with information useful for verifying compliance with labour, social, security and tax regulations.

Article 2, on the other hand, deals with various provisions of the Public Contracts Code (Legislative Decree 36/2023), concerning, among other matters, incentives for technical functions in favor of managerial staff and certificates of qualification for the execution of public tenders.  Lastly, Article 9 provides for the application to works agreements of the rules on price revision provided for in Article 60 of the Public Contracts Code.
